Sufficient for the fontspec package...

On UNIX systems you can create (actually kind of prepend) a local  
variant (/usr/local/texlive/2009/texmf.cnf) of texmf.cnf (/usr/local/ 
texlive/2009/texmf/web2c/texmf.cnf) which corrects paths and other  
settings. One such path setting is that of a system's font path,  
OSFONTDIR. You could also set it as an environment variable and it  
could point to the directory with the Libertine fonts.

Before you start thinking that this is the cure, check whether  
xdvipdfmx and xetex really work that way. In UNIX a "font service"  
provides the necessary font data...
