What happens if you try using the name "TeXGyreTermes", without
spaces? i.e., change the example to
\documentclass[11pt]{memoir}
\usepackage{fontspec}
\setmainfont[Mapping=tex-text,Ligatures={Common}]{TeXGyreTermes}
\begin{document}
\noindent fi fl ff ffi ffl\\
\textit{fi fl ff ffi ffl}
\end{document}
