[XeTeX] adding some diacritics to a font

This question brings up the whole problem of pre-composed characters. Is
it always better to input the character in its uncomposed elements? Then
a typeface with good OpenType tables will either kern the glyphs
together in a harmonious fashion or substitute a pre-composed glyph.
Whereas, if I input a pre-composed character, the typeface has to
produce that glyph. Does this not mean that pre-composed characters are
a Bad Thing? I notice that some font families are not supporting
pre-composed characters any longer, calling fonts that do 'legacy'. I
think most of my input methods create pre-composed characters, even if
they require two or more key strokes. Or have I simply misunderstood this?
