They should go to the same place as the *.sty files. But you can forget 
the first one: hyphen_cfg is only for the brave ones who want to use 
this (after renaming it to hyphen.cfg) instead of Babel's own hyphen.cfg 
to generate a new xelatex format. But polyglossia is fine with both.
