Use a different version of XeTeX, for example: Version  
3.1415926-2.2-0.999.0 (Web2C 7.5.6) from SVN. This one produces  
(LetterSpace is 10 or 20):

Output driver is xdvipdfmx version 0.7 (xdv2pdf produces the same).
