[XeTeX] does xetex have features of pdfTeX

No, it does not. In particular, xetex does not implement the  
"microtypographic" extensions (font expansion and marginal kerning)  
of pdftex.

It's possible that some more pdftex-like features may be added to  
xetex in due course, but a complete merge of all the capabilities  
seems unlikely given that the pdftex team has chosen to go in a  
different direction with the luatex project instead.
