A LaTeX tutorial should explain how LaTeX is a macro format which is
built on-top of TeX itself.
I'm afraid you'll need to see Jonathan's answer to your problem which
should get you pointed in the right direction. Once you've gotten the
matter of creating a xelatex binary / format you should be able to
use the example code I provided.
