I'm sure there are other options, but one would be to install the
TECkit package, Mac OS X release (see http://scripts.sil.org/teckit).
Then you can use the txtconv tool (a command-line program you can run
in Terminal) to do this; e.g.:
txtconv -nfd -i testfile.txt -o testfiledecomposed.txt
