Maybe I can help with this.
The updated version of my utf8accents package supports the TeX macro
names
and many of the diacritic constructions used in the tipa.sty package.
However, it does *not* handle the tone markings yet, since (as you say)
these
are not done using Unicode pieces.

If this revised package helps you at all, then perhaps we can work on
the
parts that are missing, in conjuction with a font that does provide
a mechanism for the tones e.g. Doulos SIL as Jonathan suggests.
