[UK-TUG] Minutes of the 2019 AGM

Dear Member,

Please see attached draft minutes for yesterday's AGM along with the 
final agreed minutes for 2018.

The final version of the 2019 minutes can only be agreed at the 2020 
AGM, but I would welcome any informal corrections or additions at this 
stage.
