Hello Jay,
I note that today is the last day of the SEGM, and so it seems sensible
to make some observations.
According to the constitution, motions for the AGM and any SEGM have to
be received by the secretary 14 days before a meeting and circulated at
least 7 days before. Now, there is no explicit mention of 'motions from
the floor' during a meeting, but it seems to me that taking motions this
way would rather defeat the object of needing to give notice. To me,
that implies that only motions notified in advance can be voted on at
any meeting: we can discuss issues, but I'd say not come up with
additional votes. That seems to be sensible to prevent motions being
'sprung' on UK-TUG, which could well be contrary to the members' interests.
Motion 4 specifically says 'To be considered only if Motion 3 is
approved', which I hope covers the fact that if Motion 3 is not passed
then votes on Motion 4 will not be considered at all.
