tds copyright

I've been working on the documentation for the next web2c release, and I
wanted to extract some stuff from the tds.  But, technically speaking,
the copyright prohibits this:

    Permission to use, copy, and distribute this document for any purpose
    \emphasis{without modification}  ...

I'm modifying it (in particular, I'm deleting most of it :-).

Does anyone object to permitting this? I sure hope not.  If not, I will
try to work up a notice that is a little more liberal for discussion.
