I do not know if this is relevant because CVR has a different, probably
correct,
take on this.
Did you re-install texlive after upgrading or you just updated the links?
I usually install texlive in /opt/texlive so that it doesn't get wiped out
when
I upgrade my linux. After installing texlive I simply recreate the links in
tlmanager.
I had some similar problems because I earlier used texmfvar for my local
style files.
Some of the format files were dumped there and they caused a similar
problem when I
updated my texlive.
I shifted my local files to texlive/localtexmf, purged all the files in the
texlive
distribution except my local files in texlive/localtexmf/
and reinstalled texlive. Everything worked fine.

In a nut shell, you may have some old format files from older version of
texlive
and the new version of texlive
is attempting to use it, leading to this error.
Best,
