[Tugindia] TeXlive 2010 installation problem on Windows Vista Business

I am trying to install TeXlive 2010 on Windows Vista Business. Installation
failed with following error message,

perl.exe failed
could not change access and modification time of /bin/win32/a2ping.exe
Permission Denied.

I was installing as administrator. Googling did not helped. Same problem was
observed by others too, but there is no solution.
Can somebody help me on it? Its little bit urgent!
