 Float placement is possibly the most intricate and sometimes
exasperating aspects of latex.   With just latex2e, this doesn't
work always.  If you want exact placement, you have two options:

   1. Develop a workaround for the float management of Latex.  You have to
   define your own macros for captions etc.
   2. Use the float package available from:
   http://www.ctan.org/tex-archive/macros/latex/contrib/float
   This package is a part of miktex and texlive.
   This has H option that works better.  But, remember that, if you
   use this command, it will put the float at that position in the page only
   if there is enough space.  Otherwise, it will put the float at the exact
   position in one of the following pages.  So, even this is not completely
   effective.

You may have to redefine \bottomfraction and \topfraction values.  If it is
a figure, try reducing the size a little using `scale=' option.
You should have a look at Latex Companion for more details on float
management.  Buy the book if you can afford it if you are going to be a
serious user of latex.
