I think IPE is a great package.  There is geogebra
package.  It is not so actually a drawing package.  It
is a package for teaching mathematics.  One can create mathematics
worksheets with this package.  Like Geo, it also exports to pstricks
and tikz formats and this could be very useful for geometric
drawings particularly.
Another interesting thing is the pluging svg2tikz
plugin for inkscape.  See

You can use this to convert
inkscape drawings to tikz.  Inkscape has some very
interesting features like converting bit map figures to
SVG format which is a vector graphics format.
But, coming back to the original question, IPE is
very good.  It can also import figures in the xfig format.
So, if you have old figures in xfig format you can convert
to the xml format used by IPE.  The conversion is not
perfect, but it works fairly well.
