What I gather from my memory is for Oriya in TeX fonts using MetaFont and other macros were created by Yannis Haralambous (France)!
For Hindi the fonts and package was created by Velthuis (Netherlands) and it uses a preprocessor for typesetting Devnagari. I don't know whether Oriya TeX uses any preprocessor or not.
I had experience with Telugu and Hindi. For Telugu the package was fortunately created by a Telugu person. It is entirely TeX based and doesn't need any preprocessor.
For installing the package one should be well versed with the TDS - TeX Directory System. The best place to read about TDS and how to install various packages is written in "Formatting Information" by Peter Flynn - search for beginlatex.pdf - down load it and read. You will be able to install the Oriya package also.
Generally when you down load TeX packages they contain the necessary documentation either as readme file or DVI or PDF files.
Try this and if you have still doubts then post again.
