[Tugindia] Help regarding installing packages in Latex

Hi

I have started using latex recently, I have downloaded basic Miktex 2.5 for 
windows and installed in my system which does not have internet connection.

I downloaded three packages banner, pgf and xcolor yesterday and trying to 
install, but i am failed, the system shows the following error.

The directory "C:\Program Files\MiKTeX 2.5" does not seem to be a local package 
repository.

I tried with "C:\localtexmf" also. The same error occurs.

I am looking for your help to sort out this.
