It definitely isn't. Now that I have thought about it, it's just the way
font-changing commands are to be used in LaTeX. In your code, the scope of
the "\titlefont" command ends within each of the commands "\coursecode"
and "\assignmentcode" and so after each linebreak, the baselineskip is
restored to the value 13.6 points, as specified by the "11pt" option of
the documentclass. In the corrected version, the font-changing command is
for the entire flushright environment and so the skip between the lines is
11 points as specified by this command.

Don't be in a hurry! LaTeX doesn't have very many bugs.
