It is no longer true, I think. Hereis a snippet from http://tug.org/texlive:

Live (DVD)
    can be run directly from the distribution media, or installed to
hard disk. (The DVD also includes the proTeXt Windows distribution,
MacTeX MacOSX distribution, and a snapshot of CTAN.

inst (CD)
    nearly all of the data is compressed, so it can only be installed,
not run live.
