Dear ghose,
There was a CTAN mirror in Indian Institute of Science, Bangalore.
But it is no longer available. Perhaps they (IISc  people) will be
able to assist you in this endeavour.

Hats off to you for your volunteering.  Definitely it will be 
of great help to Indian TeXnicians.
