[Tugindia] Bibliography style help!

Hi,

I am writing a paper for JRPIT (http://www.jrpit.com). They want the
references in Harvard style but with some variations 
(author names capitalized, and year listed in brackets,
details given at http://www.acs.org.au/jrpit/JRPITAuthors.html).

For example,
AGRAWAL, R., IMIELINSKI, T. and SWAMI, A. (1993): Mining Association Rules Between Sets of Items in Large Databases. Proc. ACM SIGMOD International Conference on Management of Data, Washington DC, USA, 22:207-216, ACM Press.

Surprisingly the Journal does not provide a latex style file. I have not received any reply from the editors and I am very close to submission deadline. Can someone suggest, which style file or options to use in order to meet their formatting
requirements. I have the paper already written in latex using elsart-harv bibliography style (from natbib package) but it 
neither capitalizes the author names in references for me, nor puts the year in desired manner. Please help!
