"The correct way" is surely a way to invite a number of contradictory

*A* way to obtain xml from a LaTeX file is to use Eitan Gurari's tex4ht
package which contains a script called "xmlatex". The following document

I think you can also use LaTeX2HTML (in spite of its name!).
