Which version of kile do you use?  In the version I have (1.6.1) there is
a side panel in which the structure elements of the document are displayed.
Clicking on them takes you to corresponding section/subsection/label in
the main document.  It seems to pick out the sections/subsections etc using 
the tex keywords (\section, \sub...section, \label).  Works reasonably well.  

This I think is better than the 'code folding' feature seen in IDEs like Anjuta 
(anjuta.sf.net).   Unfortunately Anjuta does not seem to have included support 
for this feature for tex/latex (but I haven't seen the latest version ..)
It does a great job for C...
