Your ps generated from dvi has bitmapped fonts instead of type1
fonts. Please use relevant switches with dvips.

  dvips -Ppdf <file.dvi> -o

This should solve the problem.

Alternatively, if the pdf is generated with pdfLaTeX, your pdftex.cfg
doesn't have necessary maps included.
