[Tugindia] background image problem

I have added the following statement to the preamble ( before 
\begin{document})

\AddToShipoutPicture{%
  \AtTextCenter{%
  	\makebox[20pt][c]{ 
\resizebox{!}{10cm}{\rotatebox{45}{\huge{\textsf{\textbf{\color{lightgray}DRAFT}}}}}}
   }
}

I was expecting this to add the word DRAFT in the background for all pages. 
But it is appearing only in the title page!
