#Could you tell me that Usage of format (e.g. latex.fmt) file. Have option of
#modifying and after modified how it create a new format file (e.g.
#latex.fmt).

Hi,
   In latex.ini, do the necessary changes and then run the latex file.
Format creation can be done either from texconfig or by running inilatex.
