[Tugindia] ps4pdf [was] pstex with pdflatex

I downloaded following files. README does not provide sufficient
information.

4-10-8.inl	create-eps	ifpdf.sty	ifvtex.sty
Makefile	penguin.eps	ps4pdf.sty	ps4pdf-test.tex
README

In directory there are also files upto picture9.eps

When I tested using `make', I got error as mentioned below signature.
What can be missing?
