No, I thought you want to create a PDF form with LaTeX, in that case
hyperref helps.  Filling the form is just like filling it in a html
form and form functionality is exactly like that provided by the
http protocol.  LaTeX's job ends with creating a form.  I guess, the
form needs to be in a web browser to fill in with data.

By the way, can't you open the pdf form in Acrobat and enter data?
