[tlu] Fwd: tlcritical testing for certificates

In case anyone on this list isn't also on the tex-live list, see below
from Karl. You can install tlmgr from tlcritical by holding down the
option key and choosing "Actions->Install TeX Live Manager from Critical
Repository" in TLU.
