[tlu] TLU critical update still faliing

It fails here on Mac OS Mojave also (10.14.6, which hasn't gotten a software update in a very long time).

Norbert or Karl, can you see if the file on Utah is failing for you? I'm not sure what mirror anyone else is using, so tried that one:
