[tlu] TLU 1.52 released

I am having problem using this new version on High Sierra, but the problem may be disconnected from the Let's Encrypt debacle (see below).

Currently things start normal when launching TLU, then

I tried with a different CTAN mirror, the output is the same. I have no idea what "error 2" means. And I don't know how to test whether cacert.pem is actually used.

That said, I had disconnected problems before being able to get 1.52 (or 1.49 for that matter) to reach that point: texlive.tlpdb was corrupted (it did not include 00texlive.config), possibly as a result of a failed attempt before the certificate issue was identified.

So I was getting

I also tried "sudo tlmgr recreate-tlpdb > texlive.tlpdb" but this changed nothing.

Eventually I downloaded a fresh texlive.tlpdb from CTAN and replaced the broken one on my setup with it. That solved the issue (to the extent that I was able the error 2 at the beginning of this message).
