[tlu] another notarized beta

Works OK as far as I can tell. I tried in Light and Dark Modes, trying to think of things to do in addition to just checking and applying TeX Live updates (that's what I use TLU for most of the time): look at packages, etc.

The only thing I noticed, but it may have always been there (since I usually don't try it): the Info toolbar button, which I have put on my customized toolbar, has no associated tooltip. Since its design is more evocative of a search or zoom button (compared with the "circled" i of the button in Preview, for example), a tooltip here could be useful.

(Of course, since the button is not here by default, a user who has customized their toolbar to contain it would know what they have done -- but I did that weeks ago and had forgotten already.)
