Sigh... a few hours too late for that update for me. I believe Dick also grabbed before.

TLU 1.24b3 seems to take a very long time activate on my 2011 iMac running El Capitan. It may be that math.utah is still being hammered since I am getting a `Listing Failed' there. 

Just went to hmc.edu repository and got a texlive.infra update notice. It all ran well. I've enclosed the section of the TLU log that looks relevant.

Not only that, it appears that update-tlmgr-latest.sh is fixed since a restart of TLU didn't bring up the need to update texlive.infra again.

There were some other packages ready for update. I've, temporarily, created a symlink of /usr/local/bin/gpg in /usr/local/texlive/2016/bin/x86_64-darwin so that tlmgr can find it along the PATH set in TLU; once you get the TL_GNUPG preference set I'll remove it. It appears that tlmgr used gpg when downloading the updates. See the two lines below:
