Yes, but I don't know what TLU pane is in question, much less why the repository would make a difference in what was displayed. A log or more info would sort that out.

Right, and I'm not clear what the end goal is here. 'Upgrading' BasicTeX to a full install is more complicated, and TLU does not offer that capability. Applying updates using a local repo, on the other hand, is fine.
