Thinking more about it, this is probably just the shipped version of tlmgr which isn't recent enough, hence does not include the functionality required by TLU.

Here, after applying all the updates available from tlpretest:

$ tlmgr --version
tlmgr revision 29950 (2013-04-15 19:35:00 +0200)
tlmgr using installation: /usr/local/texlive/2013
TeX Live (http://tug.org/texlive) version 2013

(ie, from April 15, whereas Norbert's patch is from April 17).
