[tldoc] Updated Russian translation for tl utils

Ok, that script is used to update 'messages.pot' file but how the *.po
files are updated? I'm asking because I tried to check the translated
installer on Windows and of course some messages on English. I'll wish
to improve translation for some of installer parts.
