[tldoc] TL translation strings updated

I updated translation on Russian of tlmgr and tlshell (one file, ru.po).

Only one question: in tlshell.tcl there is 'support tree' but it is
unclear from the code what this suppose to mean. The string is too short
and it doesn't look like a title.
