Probably you did pull the version number that was released.

How do you determine which versions to pull?

That is already the case!! If you get the tlpdb from a normal CTAN
mirror, *ALL* packages will be available.

(Otherwise the whole system would be badly broken!!!)

That relates to my question above: It seems you are doing something
wrong in packaging. The tlpdb we provide at
	https://mirror.ctan.org/systems/texlive/tlnet/tlpkg/texlive.tlpdb
**is** self-contained. All files listed there are supposed to be
available from the same server in .../archive/
(syncing issues that happen being ignored for now).

So, how do you create your list of packages to be downloaded?
