Thanks for the report. I believe this was fixed in TL24. E.g.:

2023-12-24  TANAKA Takuji  <ttk at t-lab.opal.ne.jp>

	* wcfname{,0}.test:
	Avoid errors on parallel test processing.

I suspect you could grab the wcfname.test scripts from the current
directories and they would work in TL23, but I cannot say for sure.

If you need to discuss further, better to write tex-live at tug.org where
