Hi Ken,

    the tlpdb file has been separate for three years. 
    
Or since 2016? Not that it matters.

    Unfortunately, the canonical source is ftp only

Or rsync, not that that will help with browsers.

    and my preferred browser no longer opens that, 

Same for me. Common nowadays. But I remain reluctant to make the whole
historic tree available by http(s) on tug, because it will greatly
increase robot traffic (regardless of robots.txt). I figure the mirrors
signed up for handling it more than me :).
