[tldistro] TexLive on MSYS2

Hi Norbert,

I went a bit ahead of packaging  and found something weird happening. 
The archive which I prepared[0] was missing some configuration files[1], 
which Archlinux copies them to `/etc/texmf/web2c/`. The things I was 
missing was

	texmf-dist/web2c/updmap-hdr.cfg
	texmf-dist/web2c/fmtutil-hdr.cnf

were they removed or something or is it I am doing something wrong? I 
could see Archlinux is in 2020 version while I am working with 2021 
version, is that something to do with?
