Regarding the bin symlinks ... if it would be helpful for you or anyone,
I could add another assignment to the scripts.lst file, say
bin_links="..." like the texmf_scripts="..." that is already there. Or
make a new file, say scripts-bin.lst, with the same information. Or
whatever. Let me know.

I went ahead and did this (on https://tug.org/texlive/distro.html).
