There is no texlive.tlpdb in the tarballs because it would be useless.
It has to be created according to what is actually installed, and I
doubt anyone installs everything we do, verbatim.  (But if anyone wants
it, you can get it out of the Master/tlpkg/texlive.tlpdb in branch2011.)
