[tldistro] configure option --without-omega is not working

It's actually the directory being left that had the broken command that
is more interesting :).  Not that it's a problem here.

    cd otps && make -w CC='gcc' CFLAGS='-march=i686 -mtune=generic -O2 -pipe 
    ' LDFLAGS=''  otp2ocp
    /bin/sh: line 0: cd: otps: No such file or directory
    make[2]: *** [otps/otp2ocp] Error 1

I changed omegadir/omega.mk to attempt to disable the otp stuff given
--without-omega.  Didn't test though ...
