[tlbuild] very minor makefile fixes

Hi,

I am exercising some not very tested paths in the TeX Live build systems
(such as systematically compiling single TeX programs separately). I am
finding small bugs in makefile and configure files, all of them very easy
to fix. For instance KPSE_KPATHSEA_FLAGS is misplaced in bibtex-x, ptexenc
is missing a header if used as a system library, the luatex/harfbuzz
dependency is mishandled, and similar.

Is this the right place to send bug reports and/or patches to?
