Wrong assumption, you were right: I installed the 'texinfo' OpenBSD
port (6.5), which provides gmakeinfo:

  $ gmakeinfo --version                               
  texi2any (GNU texinfo) 6.5

  Copyright (C) 2017 Free Software Foundation, Inc.

And it seems to be working: as I write this, the error hasn't happened
and TL is building up.
