On this page, I can see the “Artifacts” block below the “main.yml”
one, but none pointing to a downloadable archive.  Who stole the
archives?

Just for reference, I've updated my files here
<https://www.ekdosis.org/texlive>, and added the scripts that I used
to produce the binaries.
