[tlbuild] Pretesting TeX Live 2024

I suggest the section "Initializing from a current installation" could
appear earlier on the page; I didn't notice it until the full installation
was well under way.  I also suggest a bit more explanation of what the dev
directory is.  I'm afraid "whatever your TL-current directory is" didn't
help me.
