Ha, that is a joke. May I quote from the official documentation:
https://www.netbsd.org/docs/guide/en/chap-x.html

So we have pkg_add, but that doesn't work for X ... facepalm
Then sysinst is an interactive tool, no go for CI.
Broken by design :-(
